Comparing Regions in Fujian: A Practical Framework

When choosing a location in Fujian, many businesses look first at rent, then at recommendations from acquaintances, and only at the end discover that the industrial support, port access and market hinterland do not match their own business. The essence of comparing regions is not to establish which is "cheaper", but which has a structure of factors that fits your business model more closely. This article sets out a reusable set of comparison dimensions, a reference guide to the industrial characteristics of each prefecture-level city, and a three-step method for choosing a location by business type.
1. Six Comparable Dimensions
When comparing regions, we recommend scoring consistently against the following six dimensions rather than relying on impressions:

When scoring, we recommend setting weights for each dimension: weight "ports and logistics" more heavily for trading businesses, "industrial positioning and labour" for manufacturing, and "administrative convenience and market hinterland" for service businesses.
2. Reference Guide to the Industrial Characteristics of the Main Areas
The following are general industry impressions. Specific policies and incentives are subject to the latest official announcements:
- Xiamen: electronic information, shipping and logistics, financial services and cross-border trade are relatively concentrated. The Xiamen area of the Pilot Free Trade Zone is located here, and port facilities and comprehensive foreign trade services are relatively mature. It suits foreign trade, cross-border e-commerce, supply chain, and businesses that need port support.
- Fuzhou: the provincial capital, with a reasonable base in the digital economy, software and information, textiles and chemical fibres, and automotive components. Administrative resources are concentrated here, which suits businesses that need to deal with provincial-level departments or to operate across the province.
- Quanzhou: an active private sector with pronounced manufacturing clusters in textiles and apparel, footwear, building materials and home furnishings, and food. It suits manufacturing, wholesale and brand operation businesses.
- Zhangzhou: distinctive strengths in food processing, petrochemicals, machinery and equipment, and modern agriculture. Land and industrial premises costs are relatively manageable, which suits manufacturing and food businesses.
- Putian: distinctive footwear and apparel, arts and crafts, and healthcare industries, with an active private capital base. It suits light industry manufacturing and related trading.
- Ningde: new energy batteries, stainless steel, and electrical machinery and equipment are clearly leading sectors, with a strong need for supply chain support. It suits businesses in new energy-related manufacturing and supporting industries.
- Sanming: dominated by steel, chemicals, forestry and resource-based ecological industries, with relatively low industrial land and labour costs. It suits resource processing and above-designated-size manufacturing.
- Nanping: distinctive strengths in green ecology, bamboo and wood processing, food, and cultural tourism. It suits ecological businesses and agricultural product processing businesses.
- Longyan: strong in machinery and equipment, non-ferrous metals, building materials and environmental industries. It suits equipment manufacturing and resource processing.
- Pingtan Comprehensive Experimental Zone: has dedicated arrangements for exchanges and cooperation with the Taiwan region, tourism and cross-border e-commerce, among other business formats. It suits Taiwan-related business and related service formats; specific policies are subject to the latest official announcements.
It should be emphasised that the above are industry impressions only. They do not amount to a commitment on tax incentives. Any regional fiscal reward, industrial support or talent policy must follow the latest publicly issued documents of the local government and competent departments.
3. A Three-Step Method for Choosing a Location by Business Type
Step one: define the business profile. Answer four questions — where the customers are, where the supply chain is, how funds and goods flow, and whether a port or a special supervision area is needed. This step determines which dimensions are hard constraints.
Step two: shortlist candidate regions. Use the six dimensions above to produce weighted scores. First eliminate the regions that fail the hard constraints, then compare cost and efficiency among those that remain. We recommend keeping at least two candidates so as not to depend on a single option.
Step three: verify on the ground and through official channels. Visit the parks in person to see which companies have actually moved in and what the transport and logistics conditions are, and at the same time verify the authenticity of policies, the procedural requirements and the time taken to complete them through official channels.

One point that is easily overlooked in comparison: differences between districts and counties within the same city are often greater than the differences between cities. For example, within the same prefecture-level city, the central urban district and the county-level areas may differ markedly in rent, land use, recruitment and the approval chain. Having compared at the level of "city", you should therefore go one level deeper and compare at the level of district, county or park.
In addition, the comparison should result in a written conclusion, setting out the candidate regions, the basis for the scores, the official sources of the policies verified, and the final recommendation. This makes it easier to review later and to report to shareholders or management.
4. Official Channels That Can Be Verified
- The official websites of each prefecture-level city government and its commerce and development and reform departments;
- The public disclosure channels of the management bodies of the relevant areas of the China (Fujian) Pilot Free Trade Zone;
- The service guides and enquiry telephone numbers of the local market regulation bureaux and tax bureaux;
- Public service guides of the customs authorities and their subordinate customs offices;
- The formal investment promotion documents of each park's management committee (taking care to distinguish formal documents from verbal assurances).
Written documents or official publication links should be obtained for all incentive terms, and the eligibility conditions, validity period and application process should be confirmed.
